Paul is Of Counsel to the Firm, and has over thirty-five years of experience representing boards of education in the State of New Jersey. He has served as general counsel, special counsel, and in-house counsel to boards of education. Paul holds certifications as a School Business Administrator and Assistant Superintendent for Business and has served in the positions of School Business Administrator/General Counsel and School Business Administrator /Board Secretary.
Paul represents and assists school boards in dealing with their day-to-day legal issues, including: compliance with state law and regulations, student and parental disputes, special education, construction, labor relations, personnel matters, policy review, litigation, school construction, and real estate, including condemnations.
Paul has been involved in tenure dismissals, increment withholdings, employee transfers, unfair labor practice charges, grievance hearings and arbitrations, unit clarification petitions, student residency matters and appeals, discipline and HIB, seniority, employment discrimination claims, special education hearings, 504, and ADA claims, and other school law matters. Paul has appeared before the Office of Administrative Law, the Commissioner of Education, the State Board of Education, the Public Employment Relations Commission, the State Board of Examiners, the Board of Trustees of the Teachers’ Pension and Annuity Fund, the Division for Civil Rights, the state superior and appellate courts, and federal district court.
